Senior Consultant - Data Advisory
Shape a future with purpose at Arup in Dublin
Arup’s purpose, shared values and collaborative approach has set us apart for over 75 years, guiding how we shape a better world.
The Opportunity
We are seeking a skilled strategic advisor to join our team in Dublin to help our clients manage their data as a critical enterprise asset. This role bridges the gap between data policy, business strategy, and day-to-day operations and is focused on defining how data is managed, enabling insights, and ensuring alignment with business goals, legal requirements, and ethical standards.
This role involves both strategic planning (Strategy) and implementation/oversight (Governance). The successful candidate will have demonstrable consultancy experience in both areas, and a minimum of 5 years of post-qualification experience working with a range of clients.
As a Senior Consultant - Data Advisory at Arup, you will:
Lead the authoring of comprehensive data strategies and long-term investment roadmaps for external clients, ensuring that complex data initiatives are explicitly mapped to the client’s overarching business and infrastructure objectives.
Proactively engage with new and existing clients to diagnose organisational bottlenecks. Leverage your domain expertise to translate business challenges into high-value, data-driven consulting solutions.
Act as a strategic advisor to client leadership, helping them navigate the complexities of data governance. You will be responsible for translating high-level governance needs into actionable, strategic frameworks.
Lead the design and oversee the implementation of robust data governance frameworks. This involves advising clients on the creation of bespoke policies, standards, and lifecycle procedures that balance security with operational efficiency.
Consult on the human element of digital transformation by establishing formal data accountability structures, including the design of complex RACI (Responsible, Accountable, Consulted, Informed) matrixes tailored to the client’s organisational culture.
Author regulatory compliance roadmaps that navigate the intersection of internal client policies and external mandates (such as the EU Data Act, GDPR, AI Act). Provide expert counsel on risk assessments and the design of privacy-by-design strategies.
Lead the strategic direction and technical content of tender responses and proposals, articulating a compelling vision of value to prospective clients across the transport and infrastructure sectors.
Take full ownership of high stakes consulting engagements, managing budgets, timelines, and scope while serving as the primary liaison for managing client expectations and high-level deliverables.
Collaborate across internal business units to build multi-disciplinary teams, identifying opportunities to leverage the firm's wider expertise (e.g., Engineering or GIS) to provide a holistic advisory service to the client.

- Bachelor’s or Master’s degree in a relevant discipline.
- Experience consulting with external clients to design, implement, and support data governance frameworks, with a strong understanding of regulatory compliance e.g. GDPR and the EU AI Act.
- Management consulting skillset required to liaise across internal teams e.g. strategy and transformation, data insights, operations consulting, to provide practical recommendations to clients.
- Strong project management, communication, and interpersonal skills.
Able to work independently and collaboratively across teams and with clients
