We are looking for a Senior Construction and Project Manager in San Francisco to join our growing Program and Project Management team.

As a Senior Construction and Project Manager, your initial assignment will be a multi-year fulltime position on an owner’s representative team, leading construction, contract administration and commercial outcomes for a major public-private partnership infrastructure project in San Francisco. In the future, the role will also include consulting on due diligence projects and other alternative delivery projects, as well as pursuing well as business development and growth activities.

The Opportunity

Over time the role may expand to other major projects across transportation, energy, technology, and mission critical facilities.    

  • Growth and Development: you will be a senior manager in Arup’s program, project and commercial management (PPCM) business and be expected to, over time, develop opportunities to help build the business.

  • Client-Facing Role: this role is client- and contractor-facing.

  • Location: in San Francisco, in the project office at least three days per week and Arup offices 1-2 days a week.

Key Responsibilities

  • Manage the design-build-finance (DBF) contract from the owner’s side, during design and construction, including monitoring developer compliance with contractual obligations, key performance indicators and date-certain requirements.

  • Review, provide comments on, and monitor the developer’s implementation of deliverables including, but not limited to, project management plans, design management plans, construction quality plans, utility coordination plans, and testing and commissioning plans, closeout procedures.  

  • Oversee project quality assurance processes during design and construction, and support with third-party utility coordination and stakeholder issue resolution.  

  • Oversee integrated project controls activities, including cost tracking, schedule updates, risk, document management and submittal controls, working closely with the Arup Project Manager (PM) and project controls teams.  

  • Prepare and ensure the quality and timely issue of Arup’s team deliverables before issuing them to the client, including submittal review memoranda and monthly progress reports.

  • Manage the work of Arup’s schedule and cost subconsultant, which includes reviewing and commenting on Developer’s baseline and updated schedules, facilitating discussions with the client on Project schedule changes and extra work costs related to proposed contract changes  

  • Managing the Arup team and subconsultants to review and comment on complex change requests, including independent cost estimating, pricing reviews, schedule impacts and time impact analyses.

  • Review proposed delay and/or relief events against the DBF contract and provide recommendations on schedule, cost, and commercial implications.  

  • Support the Arup PM with risk management by identifying potential owner risks, developing mitigation strategies, and monitoring progress in the field.

  • Oversee submittal tracking and design deliverable review processes, including coordination and consolidation of comments from the owner and third-party technical reviewers, resolution of conflicting comments, and recommendations on submittal response status.  

  • Oversee the project controls dashboard to regularly monitor progress, including actuals against budget, variance analyses and project financials, key performance indicators and corrective actions.  

  • Present at weekly project coordination meetings and monthly progress meetings with the client, developer and project team to discuss progress, document decisions and drive agreed actions to closure.  

Is this role right for you?

  • Bachelor’s degree in construction management, engineering, or a related field.

  • A minimum of 10 years of construction or project management experience on large-scale infrastructure projects, including owner-side responsibility.

  • Demonstrated expertise in construction scheduling, pricing, procurement, subcontracting/buying-out, coordination, quality programs, and/or contract management.

  • Experience with alternative project delivery methods. Direct experience administrating design-build, progressive design-build, CM/GC, and public-private partnership (P3) contracts (including DBFOM and other forms of P3) during design and construction is strongly preferred.

  • Proven comfort and skill in delivering high quality construction-related advice to project sponsors, owners, and investors

  • PE, PMP, CCM, or an equivalent relevant certifications is preferred

  • Proficiency in Microsoft 365 applications including Word, PowerPoint, and Excel is required. Working knowledge of Primavera P6 and the ability to review or interrogate schedule is required. Experience with SharePoint, Lists, Forms, Power Automate, Power Apps, Power BI, Co-pilot or other AI enabled tools to perform construction management activities is an advantage.

  • Proficiency in commercial management and project controls, including cost control and forecasting, budgeting, change and claim analysis, schedule management, schedule analysis, resource planning, spend tracking, subconsultant management and support to the Arup PM in achieving project profitability and other commercial objectives.

  • Excellent written and verbal communication, including the ability to produce concise review memoranda and recommendations.

  • Demonstrated leadership, collaboration, and a creative approach to problem-solving with a focus on continual improvement and delivering sustainable and value-led project outcomes.

San Francisco, California, United States of America Hiring Range –The good faith base salary hiring range for this job if performed in San Francisco is $160,000 to $180,000 per year. This range is commensurate with experience, educational background, and skill level. Benefits are not included in the base salary. Please note hiring ranges for candidates performing work outside of San Francisco will differ.
