The primary offices where we offer these services include Toronto, Montreal, New York, Houston, San Francisco, and Los Angeles.

We are currently seeking a Rail Operations Leader with experience in rail operations and strategic operational advisory to set strategic direction, support the development of the business, recruit and develop rail operations skills, and successfully deliver projects.

Based in the Toronto office and reporting to the Canada Infrastructure Leader, the successful candidate will be part of our Americas and Global Rail Business and is expected to be highly focused on capturing market and current project needs, developing compelling solutions that realize operational and maintenance efficiencies and enhancements. The successful candidate shall utilize their own experience, the skills and experience of team members, and the wider Arup offering to grow the Rail Operations team in Toronto and the Americas through a healthy mix of public and private sector clients.


This position will also work in conjunction with the Rail Business, Rail Systems, and Advisory Leaders along with the wider rail teams across the Americas, and across the Arup regions to support our global transport team development.


Specific duties will include:


• Supported by our Rail operation group in the U.K., the Rail Operations leader will be responsible for creating, developing and leading a rail operations team in North America.
• Project Director for projects, focusing on the technical delivery and commercial success of projects.
• Develop and implement forward-thinking strategic vision and business plan that supports market needs of the Rail Operations team across Canada. Contribute to the wider Americas Rail and Advisory opportunities, ensuring consistency with the Americas Regional Strategy.
• Working as part of the leadership team, developing and implementing the strategy and vision for Infrastructure and Advisory across Americas, supporting greater integration of Arup’s work across the region and beyond.
• Understand and capture areas where Rail Operations and complimentary Arup offerings addresses market needs, develops programs and solutions along with forming trusted client relationships. Maintaining positive relationships with key clients and emphasizing client care and focus with wider the team.
• Lead multiple projects, from market engagement, solution preparation, project execution and delivery, and project closure. Ensuring that legal, commercial and project risk and project selection risk are well understood and managed by the applicable team.
• Keeping up-to-date with market developments, anticipating market changes, and assessing opportunities to deliver solutions.
• Maintaining close relationships with key stakeholders on major projects operating in the region. Identify their strategic project priorities in order to position Arup for future work.
• Support the positive industry profile in this market for Arup and specifically for Rail Operations, Engineering and Advisory.
• Proactively engage on and deliver technical input and support to a wider range of rail operations and rail infrastructure projects, drawing on relevant experience.
• Recruiting, developing, mentoring and coaching staff, ensuring that new team skills are developed in relation to new market opportunities.
• Actively participate in industry activities and events, including working groups, forums, panels and interest groups, to contribute to, and engage, best practice, emerging and digital technologies
• Promoting and communicating Arup’s values and setting standards of behaviour and accountability for staff in relation to those values.
• Promoting and ensuring excellence and quality of work in all activities performed by teams.
• Mentoring and appraising key managers and ensuring that all staff receive regular appraisals and feedback.


Qualifications:

The successful candidate shall be a natural networker and accustomed to developing and growing relationships within Arup, professional groups and the market.
The candidate shall have demonstrable senior experience in:
• Railway operational planning and modelling
• Railway business planning and strategy (including rail franchise bid support)
• Rail business case and feasibility studies
• Rail regulatory and policy advice
• Rail asset management
• The operational functions of rapid and urban rail systems – with sound knowledge of the systems, infrastructure, assets, facilities and customer facing interfaces.
• Led system, process, transformational and organizational operational improvement initiatives
• Has strong knowledge on technology implementation, organizational and asset improvements
• Experienced in ‘challenging the norm’, with creative thought leadership qualities
• Commercially astute and experienced in the delivery value add solutions on critical programs and projects on time and on budget


Key Experience:

• Demonstrated experience in operations related to Rail Stations, Rail Corridors, Maintenance Yards and facilities, operation control centers, and all other elements associated with operating a safe and reliable railway.
• Substantial knowledge and experience in Rail Operations and across the wider Rail industry
• A strong professional profile, reputation and active client network in the Rail Industry.
• A thorough understanding of major transport issues, emerging priorities and critical issues, as part of a wider operational performance agenda.
• Track record of looking forward and anticipating future issues which will affect transport authorities, projects and programs, combined with the ability to translate this information into best in class solutions.
• Proven experience leading and developing the skills, capabilities and diversity of multi-disciplinary teams.
• Understanding of the economic aspects, funding aspects, planning issues and business benefits of transport and rail operations.


Requirements and Skills:

 
• Relevant industry experience within a consulting business environment.
• Membership of relevant professional institutions/professional peer bodies.
• 20 years’ experience in a senior role in a rapid, subway or commuter rail operation.
• Comprehensive understanding of complex Rail infrastructure and Rail operations.
• New build design/commissioning/operations
• Demonstrated success in project management and leading teams and clients through change processes
• Consulting experience and the ability to identify solutions and develop strategies and service offerings
• Understands the range of procurement and delivery models, including franchising of new programs.
• Ability to develop strong working relationships with clients and stakeholders
• Experience of rolling stock/operator licensing arrangements
• Experience of establishing and maintaining engineering, technical or operational standards within scope of authority
