Permitting plays a key role in unlocking the development of renewable energy plants and grid infrastructure. Navigating complex regulatory frameworks and coordinating multidisciplinary teams are essential to ensuring projects move efficiently from early development to construction readiness.

In this role, you will contribute to the successful planning and approval of renewable energy and energy infrastructure projects, including substations, underground and overhead cables, battery energy storage systems (BESS), and hybrid energy systems. Working closely with developers, authorities, engineering teams and environmental specialists, you will support the permitting process and help accelerate the delivery of projects that are critical to the energy transition.

 

The Opportunity

As a Project Manager for Energy Infrastructure with a focus on German permitting, you will support the planning and approval of renewable energy plants and grid-related infrastructure, including substations, underground and overhead cables, Battery Energy Storage Systems (BESS), and hybrid energy systems.

You will contribute to navigating Germany’s permitting landscape (including BImSchG, EnWG, NABEG and BauGB) and support the coordination of approval processes required for the development of energy infrastructure projects. Working closely with authorities, developers, TSOs/DSOs, engineering teams and environmental specialists, you will help ensure that projects progress efficiently through the permitting phases.

This role provides the opportunity to work on complex energy transition projects while further developing expertise in regulatory processes, project coordination and multidisciplinary collaboration.

 

As a PM Permitting Energy at Arup, you will:

1. Permitting & Regulatory Support

  • Support the coordination of permitting activities for renewable energy plants and grid infrastructure projects in Germany.

  • Assist in the preparation and review of permit documentation, including technical studies, environmental assessments and application packages.

  • Contribute to approval processes under regulatory frameworks such as BauGB, BImSchG, EnWG and NABEG.

  • Liaise with permitting authorities, municipalities, environmental agencies, TSOs/DSOs and other relevant stakeholders as part of the project team.

  • Track permitting requirements, approval milestones and documentation to ensure compliance with German and EU regulatory standards.

  • Support the identification of potential permitting risks and contribute to mitigation strategies.

2. Project Management & Coordination

  • Support the planning and coordination of renewable energy and grid infrastructure projects from early development through permitting phases.

  • Monitor project schedules, deliverables and key milestones in collaboration with internal teams and external partners.

  • Coordinate inputs from multidisciplinary teams including engineering, environmental, geotechnical and grid connection specialists.

  • Assist in risk identification and support the implementation of mitigation measures.

  • Prepare internal and external reporting and contribute to project governance processes.

3. Stakeholder Engagement

  • Participate in meetings and workshops with authorities, clients and project stakeholders.

  • Support communication and documentation for consultation and public participation processes.

  • Assist in preparing technical materials and presentations for project meetings and regulatory submissions.

4. Commercial & Project Development Support

  • Support tender preparation, feasibility assessments and early-stage project development activities.

  • Assist in coordinating inputs for proposals and bid submissions.

  • Maintain documentation and tracking of permitting obligations, constraints and key project requirements.

     

     

Does this role inspire you?

We are looking for someone proactive and dynamic who is willing to be part of the Energy team in Arup Germany. Ideally, you’ll bring:

  • University degree (Master or equivalent) in Engineering, Environmental Planning, Infrastructure Planning, Energy Systems or a related discipline.

  • 5–7 years of professional experience in project coordination, permitting or development of renewable energy or energy infrastructure projects.

  • Experience supporting permitting processes for renewable energy, grid infrastructure, substations, cables or similar projects is highly desirable.

  • Familiarity with German regulatory frameworks such as BImSchG, BauGB, EnWG or NABEG is an advantage.

  • Good understanding of German and EU permitting frameworks related to energy infrastructure.

  • Strong organisational and coordination skills with the ability to manage multiple project tasks simultaneously.

  • Effective communication and stakeholder engagement skills.

  • Ability to work collaboratively within multidisciplinary and international project teams.

  • Structured, analytical and solution-oriented working approach.

  • Fluent German (C1) and strong English skills.
