  • Bachelor's degree in engineering and/or re4lated field with knowledge in construction methods and practices
  • Demonstrates an intermediate level understanding of Project Controls general technical skills, basic knowledge of developing quantity take-offs for a discipline or specialty using defined scope documents or undefined scope assumptions but able to derive Unit Price Analysis (labour, materials & equipment) experience preferred.
  • Minimum of 3 to 5 years' experience in a similar role in Project Controls Engineering, Quantity surveying or Construction related industry experience preferred.
  • Project management principles and practices in an engineering or construction environment, such as earned value analysis, resource management, budgeting, expenditure forecasting, and cost accounting; design and construction scheduling software; project management; and current office technology and equipment.
  • Commercially astute and strong attention to details is highly regarded.
  • Excellent written and spoken communication skills with proven ability to influence at different levels of organization, can communicate clearly and concisely, both verbally and in writing
  • Outstanding problem-solving skills with strong control mindset
  • Ability to work independently.
  • Knowledge on MS office suite, CAD; with advanced Excel, MS Project and Primavera or any advanced scheduling software
  • Must be highly motivated, proactive, and willing to take on new challenges.
  • Effectively use advanced scheduling software; plan programs & projects; use independent judgment and exercise discretion; problem solve; prioritize and multi-task; establish and maintain effective working relationships with those contacted in the course of work; work independently and in a team environment; lead and train; and operate current office equipment including computers and supporting applications.
  • Willing to be assigned outside Metro Manila
  • Willing to accept project-based employment.


  • Provides guidance, direction, and specialized assistance to project managers for the resolution of complex engineering project controls issues.
  • Leads the project controls effort for the planning, scheduling, cost analysis and monitoring for major engineering programs or high visibility projects.
  • Monitors and analyses report and makes recommendations on cost and schedule performance.
  • Develops, negotiates and administers professional services agreements for project controls services.
  • Collects and analyses data and makes recommendations on resource planning to project management.
  • Participates in the development of project cost estimates for engineering projects.
  • Participates in the development and implementation of project controls policies and procedures.
  • Prepares expenditure forecasts and budgets for engineering programs and projects.
  • Research and analyses data and prepares reports and documents for Board or management.
  • Performs other related Project Controls Specialist job duties as required.
  • Knows how to assess internal and external projects at pre/post stages to produce cost estimate, validate any costs or quantities based on available information.
  • Responsible for the development and update of cost databases for various types of infrastructure and buildings related projects.
  • Undertake project costing (CAPEX/OPEX) that are valuated from internal data bases of previous & current similar projects, quotation from supplier/vendor locally and abroad; all supplied information must comply with mechanical, electrical, process and other known requirements.
  • Work with unit price analysis by identifying the normal work output and unit rates of labor, tools & consumables, materials, and equipment costs.
  • Attend meetings and recommend value engineering advice to design team for improving the cost efficiency.
  • Verification/ certify monthly interim valuation with negotiation and settlements of cost/quantity disputes. Conduct site inspections to do valuations of the contract works.
  • Preparation of cost evaluation reports identifying findings that has significant impacts on the project cost or bill of quantities and provide recommendation.
  • Understand and able to prepare project program.
  • Monitors schedule deviation for assigned disciplines or specialties and recommends corrective action/workaround solutions for project considerations.
