Construction Logistics Planning Manager

Currently, we have an opportunity for a Construction Logistics Planning Manager to join the Transport & Resources Group in Singapore to provide leadership support on the Changi East Terminal 5 project.

About the role

The focus of this role is to form part of the management of a large-scale project area making up the Terminal 5 airside Infrastructure Project. The successful candidate will be leading and delivering the Construction Logistics Planning packages across the entire works on the Changi Master Civils Consultant (MCC) project. The focus will be to manage the team made up from the project JV team (Surbana Jurong, Arup and Mott McDonald) to ensure multi-disciplinary coordination of the design and will require the successful candidate to work closely with the other Design Technical Leads to ensure consistency across the project.

The successful candidate will have full technical and delivery control of the construction logistics planning and construction logistics implementation. This shall include planning of work areas, site office, plant strategies, construction site access and security, manpower logistics, emergency and accident scenarios and responses, site transportation, waste management, temporary utilities, site-wide temporary drainage, constructability and productivity. The project is operating a matrix model, with discipline leads, specialists and reporting functions operating across the project. This role will be expected to operate a full range of Technical and PM functions, including risk, interfaces, stakeholders, schedule and design management.

Key Responsibilities:

• Lead the Construction Logistics Planning for the project including production of the deliverables required by Arup and / or Changi Airport Group;
• Accountable to the Senior Project Manager/Project Director for leading, directing and challenging the Utility Design Managers & Design Teams of the various workstreams to deliver technically robust, integrated design solutions;
• Attend meetings, input into workshops and progress reports as necessary;
• Ensure the alignment and delivery of the Project’s design objectives for budget, schedule and quality;
• Chair client design presentations where required, prepare meeting materials and provide notes of meetings;
• Work with Client to reconcile budget, scope and design aspirations;
• Understand the Client’s goals and aspirations and maintain these as a reference point throughout;
• Work with the Client, Stakeholders and Design Team to ensure common ownership of value priorities;
• Identify key design decisions and timescales for Client and Stakeholder approvals;
• Work with Client and Stakeholders to seek common ownership of the design solutions;
• Obtain design decisions in a timely and efficient manner to meet the overall project programme;
• To apportion roles and responsibilities within the design team for various workstreams;
• Bring designers from JV partners together into a single team with shared design aspirations and goals;
• Hold the vision for the project and communicate it across the Design Team;
• Remove roadblocks within the Design Team and make design decisions where none would otherwise have been reached;
• Define the strategy to respond to the Client’s objectives for the design;
• Determine Design Team actions and outputs required at all stages and in response to any changing project priorities;
• Understand the project budget and scope requirements and ensure communication across the Design Team;
• Lead the alignment of cost and value as a design based activity;
• Review design input and options from all disciplines for compliance with Client requirements;
• Challenge designers to go beyond their comfort zone to turn constraints into opportunities;
• Champion design integration and a holistic approach to solutions;
• Defining initial Time, People and Scope requirements as the basis for the project financial targets;
• Advising the JV Senior Project Manager/Project Director on changes for the Time, People or Scope and input negotiating changes with Client;
• Monitor and report on design progress and take action to mitigate issues;
• Represent the interests of the Design Team in wider project discussions;
• Defining and directing all aspects of the design process – both procedural and intuitive;
• Identifying and communicating design risks for both the Design Team and for the Client;
• Lead the development of the project programme to align expectations and realities;
• Ensure an understanding of the project programme across all parties.

About you

Engineering-related Skills:

You will have relevant tertiary qualification(s) in Engineering and will hold professional qualifications with relevant professional institutions/professional peer bodies or have significant credit towards eligibility for membership.
You will have experience in construction management, with experience in managing project construction for international airport projects or projects of a similar scale and complexity. You will also have taken a leading role in construction coordination and will have client facing experience within design teams.

You will also have experience of developing construction logistics plans and site-wide utilisation plans for multiple stages of construction addressing material logistics, site management, people logistics and rationalising on-site plants.
You will have been responsible for project delivery at the site stage of a project and experience of working with subcontractors for complex packages, including workshops, multi-disciplinary reviews of submittals, problem-solving, coordination of package interfaces.
